| Citizenship Retention and Re-Acquisition Act of 2003 |
The Philippine Consulate General in Agana wishes to inform the public that pursuant to Republic Act No. 9225, also known as the Citizenship Retention and Re-Acquisition Act of 2003, and Memorandum Circular No. AFF-04-01 or the Implementing Rules and Regulations of the said act issued by the Bureau of Immigration, an individual, who was a natural-born Filipino citizen but lost his/her Philippine citizenship due to naturalization as a citizen of a foreign country, may now apply for the Administration of Oath of Allegiance to the Republic of the Philippines.
Applications of individuals residing within the jurisdiction of the Philippine Consulate General in Agana (Guam, Federated States of Micronesia, and the Republic of the Marshall Islands) should be personally submitted to the Consulate General at Suite 601-2 ITC Building, Marine Drive, Tamuning, Guam 96931.
Substantive Requirements:
The applicant must have been a natural born Filipino citizen.
The loss of Philippine citizenship by the applicant must have been on account of naturalization as a citizen of a foreign country.
The applicant must take his Oath of Allegiance before a Philippine consular officer.
Documentary Requirements
Basic Requirements
Duly accomplished Request for Administration of Oath of Allegiance form;
Original or certified true copy of applicant's certificate of birth authenticated by the National Statistics Office;
Three (3) recent 2" x 2" photographs with white background showing the applicant's front, left side and right side views;
Original certificate of naturalization or other original evidence of naturalization;
Valid foreign passport or other valid foreign government issued identification; and
Processing fee of US$50.00
Other evidence that may be required to confirm personal identity and birth information of applicants, where name currently used by applicant is different from name on birth certificate as in the following examples, amongst others:

* Aside from presenting the original, applicant must also submit a photocopy of each of the required documents
Additional Requirements for Minor Unmarried Children to Acquire Philippine Citizenship
If applicant wishes to have his/her unmarried minor children (below 18 years old) acquire Philippine citizenship - the original or certified true copy of the children's certificate of birth must also be submitted together with a photocopy of the certificate.
Additional Requirements for those intending to apply for a Philippine passport
Duly accomplished passport application form
Two (2) 1.77" x 1.37" size passport photos
Passport Fee of US$ 50.00
